Who Can Bring Pets into India?

India's pet import rules depend on your citizenship and the nature of your visit. It's important to know which category you fall into before beginning the process.

  • Indian citizens returning permanently: You can import up to two pets (dogs and cats) as part of your accompanied or unaccompanied baggage, provided you have lived abroad for at least two years continuously and are transferring your residence to India.
  • Indian citizens visiting short-term: You will need a licence from the Director General of Foreign Trade (DGFT) to bring your pet along. Short visits must not exceed 180 days, and your pet must leave India with you.
  • Foreign nationals (non-Indian origin): You must be relocating to India to work or live for a minimum of one year to import your pet without a DGFT licence.
  • OCI / PIO cardholders: You must present a valid OCI or PIO card at the time of importing your pet into India.
  • Limit on numbers: A maximum of two dogs or cats per passenger is allowed at any one time under the baggage rule. More than two requires a formal import permit from the Department of Animal Husbandry.

Documents You Will Need

Paperwork is the backbone of any successful pet relocation. Missing even one document can mean your pet being held at the port of entry, or worse, sent back. Here is what you need to prepare: 

  • Official Veterinary Health Certificate from Oman: Issued by an authorised government vet in Oman, confirming your pet is free from infectious and contagious diseases — including Rabies, Distemper, Parvovirus, and Leptospirosis (dogs); Rabies and Distemper (cats).
  • Microchip Certificate: Your pet must be microchipped with an ISO-standard 15-digit microchip. The microchip number must be recorded on all health and vaccination certificates.
  • Rabies Vaccination Record: A valid rabies vaccination is mandatory. It must have been administered no earlier than 30 days before travel and no more than one year before entry into India.
  • No Objection Certificate (NOC) from India's AQCS: Must be obtained from an Animal Quarantine and Certification Service (AQCS) station in India at least 15 days before your pet's arrival. Our team handles this on your behalf.
  • Owner's Declaration: A signed declaration stating the pet is a bonafide personal companion with no commercial, gifting, or breeding intent.
  • Proof of Continuous Stay Abroad: Visa copies, passport stamps, or employment records confirming at least two consecutive years of residence outside India.
  • Copy of Airway Bill / Journey Details: Required especially for pets travelling as cargo.
  • Ticket / Passport Copy of the Owner: For accompanied baggage; passport with immigration stamps for unaccompanied baggage.

Step-by-Step Process: How the Relocation Works

Here's a clear roadmap of how to bring your pet from Oman to India, from the first vet visit to the moment your pet steps onto Indian soil.

  1. Visit Your Vet in Oman (8–10 Weeks Before Travel)

Schedule a full health check-up for your pet. Ensure vaccinations - particularly rabies, distemper, parvovirus, and leptospirosis are up to date and within India's acceptable validity window. Confirm your pet's microchip is functional and matches all records.

  1. Obtain Official Health Certificate from Oman (4–6 Weeks Before)

Your vet must be authorised to issue a Government-endorsed health certificate. This document is the foundation of your import file and must be endorsed by Oman's Ministry of Agriculture or equivalent authority.

  1. Apply for NOC from India's AQCS (3–4 Weeks Before)

  1. Book Your Flight and Notify the Airline (3 Weeks Before)

Contact your airline to reserve a space for your pet either in-cabin (under 10 kg combined weight) or as checked baggage / cargo. Submit all pet documentation and confirm acceptance. Bookings for in-cabin pets must be made at least 48 hours before departure.

  1. Prepare Your Pet and Travel Crate (1–2 Weeks Before)

Begin introducing your pet to their travel crate. On travel day, give a light meal and water 2–3 hours before placing your pet in the container. Use a familiar blanket inside. Do not use sedatives or tranquillisers - airlines prohibit this for safety.

  1. Arrive at the Airport in Oman with Ample Time

Carry all original documents in a clearly labelled folder. Check in early; airlines require additional processing time for pets. Ensure the travel crate is labelled with your pet's name, your contact details, and the destination address.

  1. Customs and Quarantine Clearance in India

On arrival, proceed directly to the AQCS counter at the airport before customs. Present all original documents to the Quarantine Officer, who will examine your pet and issue a Provisional Clearance Certificate. Final clearance is granted after 30 days if no health concerns arise.

What actually happens during quarantine?

Many pet parents worry about quarantine, but the reality is reassuring for most Oman-based pets. India does not generally quarantine pets arriving from countries with low incidences of rabies, provided the animal has been properly vaccinated.

In practice, your pet will be examined by a Quarantine Officer at the airport. If all documents are in order and your pet appears healthy, a Provisional Clearance is issued. The Final Clearance follows after a 30-day observation period; this does not mean your pet is confined; they go home with you.

Quarantine stays of 30 to 90 days in a facility are rare and typically occur only when documentation is incomplete, when a disease concern arises during examination, or when the pet arrives without an accompanying owner.
